Leadership Overview

Angelo Aguot Deng Piol has developed extensive leadership experience through more than two decades of service in revenue administration, taxation, public financial management, audit, policy, and institutional development.

His leadership responsibilities have involved directing teams, coordinating government functions, strengthening institutional systems, supporting policy implementation, and improving operational accountability.

Current Leadership Role

Commissioner, Domestic Tax Revenue Division

South Sudan Revenue Authority (SSRA) | August 2026 – Present

As Commissioner, Angelo provides senior leadership for the Domestic Tax Revenue Division, with responsibility for guiding domestic tax administration, compliance, revenue collection, and divisional performance.

Strategic Leadership

Institutional Strategy and Planning

During his service as Deputy Commissioner for Strategy, Research and Planning, Angelo led institutional strategy, corporate planning, research, and performance monitoring processes.

Institutional Governance

As Deputy Commissioner for Internal Affairs, he provided oversight for internal governance, accountability, compliance, administrative operations, and institutional reform.

Revenue Administration

His leadership experience in revenue administration has included domestic taxation, non-tax revenue, revenue reconciliation, compliance, taxpayer engagement, and revenue mobilization.

Intergovernmental Leadership

As Deputy Commissioner for States Affairs and Non-Tax Domestic Revenue at the National Revenue Authority, Angelo coordinated revenue-related functions between state and national institutions.

His responsibilities included engaging state governments and revenue authorities, monitoring revenue performance, supporting fiscal coordination, and contributing to policy discussions concerning non-tax domestic revenue.

Audit and Financial Leadership

Director, Audit, Policy and Procedure

Ministry of Finance and Economic Planning | Juba, South Sudan | 2015 – 2017

Angelo directed the development and implementation of audit policies and procedural frameworks and provided technical oversight of audit operations across government financial units.

He also monitored the implementation of audit recommendations and supported public financial management reforms aimed at strengthening accountability and compliance.

Team Leadership and Development

Throughout his career, Angelo has supervised multidisciplinary teams and provided technical guidance to revenue, data processing, audit, and administrative staff.

His leadership approach includes staff mentorship, capacity building, performance oversight, structured operational processes, and the development of institutional technical capacity.

Institutional Reform

Angelo has contributed to institutional reform initiatives focused on strengthening internal controls, improving accountability, enhancing operational efficiency, and developing more effective revenue and financial management systems.

His experience across different levels of government has provided him with a broad perspective on institutional development and the relationship between revenue performance, governance, and fiscal sustainability.
